The short explanation of this alert was:
The NC Swine Farm Siting Act Amendments (H822), which weakens 13-year-old setback requirements for hog houses, passed the state Senate by a vote of 39-9 on July 10th with almost no meaningful debate. Worst of all, H822 was completely re-written just a few days ago and now needs only pass a floor vote in the state House.
Under current law, hog producers must get the approval of their neighbors to rebuild or modify farm structures if they cannot meet the legal setback requirements. That’s important because ammonia emissions and odors from hog houses have been shown to represent a public health risk to community members and especially to children who live or play nearby. H822 would not only remove the requirement; it would allow construction or repair with no notice to neighbors.
