The short explanation of this alert was:

97% of North Carolina is under drought conditions as of June 17th. In response to the ongoing 2007-2008 drought, Governor Easley has proposed legislation to strengthen state and local drought response: H2499, Drought/ Water Management Recommendations, sponsored by Rep. Lucy Allen (Franklin-D).  (An identical Senate version, S1879, was introduced by Sen. Dan Clodfelter (Mecklenburg-D).

H2499 will require better reporting of water use by agricultural users; prohibit water rate structures that reward people for wasting water; strengthen local and state water supply planning; allow use of gray water on gardens and lawns; encourage water systems to detect and fix leaks; and streamline emergency drought response.  Most importantly, H2499 calls for all water systems to adopt minimum conservation measures when they are in severe, extreme, or exceptional drought
