The short explanation of this alert was:
Controlling emissions from cars and light trucks is essential if North Carolina is to begin to fight climate change. North Carolina can significantly reduce carbon dioxide pollution from passenger vehicles by adopting a Clean Cars Program. This program, already adopted by 13 states, establishes limits on health-damaging pollution and global warming pollution from automobiles.
Using standards that grow stronger over time, the Clean Cars Program will require new cars, trucks, and SUV’s to emit about 30 percent less global warming pollution than today’s passenger vehicles. Once the program is fully implemented in 2016, consumers are projected to save $20 to $26 per month on Clean Cars compliant vehicles.
