The short explanation of this alert was:

In April 2008, a federal judge approved an emergency plan to protect the fragile ecosystems at Cape Hatteras National Seashore from poorly managed beach driving, and to balance the interests of all beach users. After suffering precipitous declines, endangered and threatened shorebird and sea turtle populations began to rebound under the new plan. Several species, including piping plovers, loggerhead sea turtles, and others, had their best breeding season in years.

The National Park Service, conservation groups, the local governments of Hyde and Dare Counties, and off-road vehicle enthusiast groups all agreed to the new plan last year. But now the ORV groups have had a change of heart. They are pressuring members of Congress to introduce legislation to overturn the court-approved plan of balancing all interests, and to return to their old system that allowed excessive beach driving to harm wildlife. Congressman Walter Jones has already introduced a bill to do just that, and a senate bill may be coming soon.
